During WWII, General George S. Patton had the word spread in the German towns his tanks rumbled through on their way to Berlin, that if even one farm boy was to level a rifle at one American Soldier trying to defend the city against the Americans, he would bring in the artillery and level the town with it. The incidence of attacks on US Soldiers by German civilians was nigh on non-existant, as a result of this message.
The Red Cross is apparently trying to send a different message to the terrorists. [1]
