Since when does idle speculation equate to news? I guess when the speculator is a black politician. Personally, I suspect that Ray Nagin is an idiot and that the Washington Post will not treat my speculation as hard news. Hamil R. Harris reports speculation as if it were news:

No Mayor Ray, what happened in New Orleans happened because some fool built the city under sea level. The stupid city is under water. What happened in New Orleans could not happen just anywhere. It could only happen in city built below sea level.
The former residents likely have decided that they like living above sea level, like normal folks do.
