    I suppose Max Scene Water things Franklin D. Roosevelt started World War Two by asking for declaration of war against the Empire of Japan. And no Ms Waters Kim Ju-Dung was not get to nuke Guam with no fear of consequences.  More over, Ms Waters we are already in state of war with North Korea and have been since June 1950, before I was even born.
